As reported kodeks.ru Federal law from 30.12.2015 N 431-FL "On geodesy, cartography and spatial data and on amendments to certain legislative acts of the Russian Federation" regulates the relations arising in the implementation of geodetic and cartographic activities, including search, collection, storage, processing, provision and dissemination of spatial data, including the use of information systems.
As subjects of geodetic and cartographic activities shall be considered public authorities of the Russian Federation, bodies of state power of subjects of the Russian Federation, bodies of local self-government and natural and legal persons, including foreign natural and legal persons.
The Law also defines the concepts and rules of carrying out geodetic and cartographic works.
In addition, the Law regulates the issues relating to:
- state funds for spatial data
- information support of the execution of geodetic and cartographic works;
- state regulation of geodetic and cartographic activities.
Materials and data to Federal and territorial cartography and geodesy funds established before the date of entry into force of the Law, are data of the Federal Fund of spatial data to their inclusion in the prescribed manner to the composition of the Archival Fund of the Russian Federation.
When performing geodetic and cartographic works to ensure the defence of the Russian Federation Federal body of Executive power exercising functions on the development and implementation of state policy, legal regulation in the field of defense, may use a coordinate system set to the date of entry into force of the Law.
The provisions adopted before the date of entry into force of the Law of normative acts of bodies of state power of the USSR, RSFSR and the Russian Federation, regulating relations in the sphere of geodesy and cartography, act until 1 January 2018 to the extent not contrary to the Law and adopted in accordance with them other normative legal acts.
Until January 1, 2018 information a single electronic cartographic base can be provided to bodies of state power, bodies of local self-government, their subordinate state and municipal agencies using information-telecommunication networks of the General using, including a network "the Internet" and other technical means of communication.
