The public cadastral map has received a state electronic cartographic substrate

For the first time, information from the Unified Electronic Cartographic Framework (UEC) began to be displayed as a cartographic substrate on the public cadastral map (PAC). The new resource makes it possible to provide users with an up-to-date state multi-scale map and orthophotography (photographic terrain plans with precise reference to a given coordinate system), as well as to replace foreign cartographic substrates.

"The launch of the Unified Electronic Cartographic Framework (GIS of the Unified Economic Space) state information system on the public cadastral map became possible thanks to the launch in December 2021 of the state information system for maintaining a unified electronic cartographic framework (GIS of the Unified Economic Space). In fact, for the first time since the beginning of its operation in 2010, the PKK received a domestic legally significant digital cartographic substrate. This is the result of Rosreestr's work aimed at fulfilling the strategic task of import substitution of geoinformation technologies that are not inferior to foreign analogues. The new mechanism will allow citizens, government agencies and real estate market participants to receive updated and metrically accurate state information of the EEC in various formats – in the form of orthophotoplans, topographic maps and plans," said Oleg Skufinsky, head of Rosreestr.

According to him, 10.2 million citizens used the Public Cadastral Map service in 2021. It is expected that in 2022 the number of users will increase taking into account the new functionality of the PKK.

The GIS of the EECO is based on a platform included in the register of software of Russian origin of the Ministry of Communications of Russia. The information system allows you to create, update and monitor the relevance of the information of a Single electronic cartographic Framework, as well as provide it in various types and formats.

The EECO is a collection of spatial data. Currently, it is formed on the entire territory of Russia on a scale from 1:2,500,000 to 1:50,000, on a scale of 1:25,000, the entire territory of the country with a high population density is covered. This is enough to solve applied problems of territorial planning. The completion of work on the creation of a large-scale EEC in the form of orthophoplanes is provided for by the state program "National Spatial Data System" by the end of 2024.

"Within the framework of the National Spatial Data System, Rosreestr creates a single digital environment, ensuring the availability of open spatial data on land and real estate from various sources. To do this, such data must be combined on a platform that will be created on the basis of Russian software using open software solutions. The display of the information of the EEC on the public cadastral map, as well as the commissioning of the GIS of the EEC and the GIS "Federal Spatial Data Portal" (FPPD) are the first steps of the future system. In 2022, we will continue to work on creating new convenient tools for the use and application of spatial data in various fields in the interests of people, public authorities and business," said Elena Martynova, Deputy head of Rosreestr, Head of digital Transformation.

Individuals and legal entities can obtain information from the EEC through the Federal Spatial Data Portal (FPPD). The state information system launched at the end of 2021 simplified this process.

"Through the personal account of GIS FPPD, opportunities have been implemented for submitting applications for the provision of information to the EEC and making online payments for such information. Also, the personal account has implemented functionality for visualization and work with the received information of the EEC, including the addition of user thematic information," said Tatiana Turchanova, Director of the Federal State Budgetary Institution "Center for Geodesy, Cartography and IPD".

The use of the information of the EEC for display on the public cadastral map is provided for by Federal Law No. 218-FZ "On State Registration of Real Estate". According to the law, the PAC is a thematic map, the cartographic substrate of which is a single electronic cartographic basis created in accordance with the legislation on geodesy and cartography.

Topographic maps and plans included in the EEC include information about such objects as land relief, hydrography and hydraulic structures, settlements, industrial, agricultural and socio-cultural objects, road network and road structures, vegetation cover and soils, borders and fences, names of geographical objects. This information in a new quality and exact coordinates is available to all users of the public cadastral map.

In addition to the EECO, two previous cartographic substrates remained on the public cadastral map: a map of Russia from open data and a cartographic basis of the RAC. This is due to the fact that the creation of the EEC is not fully completed, so if necessary, users will be able to switch layers and find the necessary information.
